It’s like working in Microsoft Word. You don’t need to code at all. If I were you, I would start with a standard theme, like a Flytonic theme. To make a plan for a fully customized website is quite difficult. Flytonic has most of the options that most gambling websites need. It suits 95% of all websites. After some time, you’ll also have the experience necessary for making a plan for a customized website. I would first try with a Flytonic theme. It would be a pity to invest £10,000 on a fully customized website that doesn’t fit your needs in a few months and that is quite pricey to maintain. But that is going to cost you quite a lot, and if you will want to change/add something in future, this is going to cost you again. So it really depends on your plan; how big you are willing to go? If you want to go solo then it is fine to use something like WordPress, just buy a template for $50 and set it up for your needs.
